WIEU members show the initiative in development of approaches to the decision of global problems of mankind, among which there are manufacture and management of thermonuclear energy, creation of high energy elementary particle accelerators (colliders), development of computer equipment, expansion of computer information networks, development of genetic engineering, improvement of ecological conditions, creation of new substances and materials, development of public health services, creation of a new fair world order and legal, financial, economic and political bases for individuality blossoming, an establishment of the control over authorities activity and elimination of bureaucratic borders and barriers between nations on a planet. Understanding we are far from the constructive decision of financial, economic and sociopolitical problems, we call upon political and public figures to direct the efforts to creation of humane planetary structures of the control and influence with the purpose of creation of conditions for conflict-free harmonious development of the person and the World. First steps in this direction could be: Transfer of weapons of mass destruction by countries-owners under the international control; Reorganization of Security Council of the United Nations with the purpose of inclusion of the greater representative quantity of countries and voluntary refusal of its permanent members of the right of the veto; Development and acceptance of the World Constitution Principles; Creation of the international organizations for the decision of planetary problems. Remarking an increasing threat of criminalization of a society, a swindle of corporations, the structures disposing of the finance and specially of authorities, t we appeal nations of the world and their intellectual elite for an active establishment of the control over authorities which it is fair to demand the greater openness, transparency, the accountability and electivity from. We also call all governments to end war and fight against their peoples, to appear the concern for them and to carry out honestly their duty for them.
